Failure to produce is because what it says on the system and what is the truth as often different....eg taking out insurance policy, then cancelling will still show on system for few days. It's mainly a back up thing, and for this you'll get a HO/RT1 form.
for vehicle defects It's a VDRS form, that one is 14 days

I got pulled once by two decent coppers.
This was when I had my Corsa, and I had a small slogan on my reg plate which read, 'I'm not speeding, i'm qualifying'. All well and good until you get pulled for speeding. One cop goes, 'erm mate, whats that all about?'. The other one reads it and started laughing. Seemed to break the ice quite well
They let me on my way as I was rushing back for an England game in Euro 2004. Still to this day don't think I was speeding but never mind.

one evening i was coming home from a cruise in Brighton.
A copper was following me and i was Dodging the bumps (potholes) in the road.
A mile down the road i see a Second police car coming from behind the other one, light were on and as soon as the other cop car saw the lights from the second car, she puts her light son.
HAHA... the copper in the second car was on the otherside of the road and there wasn't anywhere for me to pull over so he was going down the otherside of the road, cars were up curbs (AT 1 AM only a few cars out) and i managed to pull in.
The woman copper got out whacked the nightstick out as i was closing the window + was taking my belt off.
She says "Put the window down" so i said that i was going to get out and didnt want my lady friend getting cold.
Anyhow she got her way as i was not prepared to be replacing a window.
She goes (HAHAHA) " I'm Placing you under arrest for drunk driving... etc.
"I Have not had a drop of drink tonight"
" would you like to prove that on the machine" she says
Yea, i want to go home im cold.
anyhow, while she asked her slave to get the breath testing equipment, i said. i understand why you pulled me over, as i was dodging the potholes in the road.
I said, i know you probably dont feel the bumps but i can take you for a spin in my car and you will feel every little bump.
She didn't believe me, i did the test.. ZERO. there must be something wrong with this machine. she carries on.
anyhow i did three tests + everysingle one said ZERO!
I laughed at her and said better luck next time, and maybe you should listen to people when they are trying to be nice rather than treat them like shit.
She goes, ONE MORE WORD MR WORSELL AND ILL TAKE YOU IN!
Ok, BYE.. got in the car + fucked off.
All the time she was talking to her partner, i was chatting to another 2 officers that were in the second car + they were telling me how the car looked good with the wheels sprayed black + lowered, + could see totally what i was doing was not an offence.
had a laugh + joke with them + they were fine.
SAME AS ALWAYS....
There are some nice coppers + some Twat coppers

Never really had an arse of a copper and believe me I have been pulled over enough times 
I've been caught doing very silly things and always got away, well except once, but even then the Traffic Copper was really nice and got my charge reduced massively, be nice to them and you'll get respect back

no thats far from true you get 'cautioned' when they need to ask you questions about an offence, or to report you for an offence, don't have to be getting arrested at all

no thats far from true you get 'cautioned' when they need to ask you questions about an offence, or to report you for an offence, don't have to be getting arrested at all
You read your rights before custodial criminal preceedings, if you are not being taken away for questioning then you wont be read your rights.

In the 90's I must have had over 100 producers (I was a twat).. Never once was read my rights.. Just showed the HORT ticket and my documents to the desk sargent.

I got pulled over last year on my moped, was driving behind a police astra when all of a sudden his lights go on and he pulls over, i pulled over and took of my helmet.. He said a CCTV operator had witnessed me crashing into the back of a transit van, i clearly hadnt and he just gave me a producer

Been read my rights a few times, couple of times on Producers, once when I had to do a breath test and when I had my accident, wasn't arrested any of those times

i passed my test a week ago today and got pulled the same night. Id put my rear fogs on by accident and got pulled. Copper came up and just said that they where on and i told him id passed that day. He was osund (asked if id crashed yet lol) then said off you go. Was a bit nerverackin gettin pulled on my first day of driving.

Similar when I was younger.
Had a 125c scoot, big bargy tourer scooter, not one of these wippet machines.
Anyway, being 2 stroke, it really didn't like cold starts, absolutly no power for a few minutes until it warmed up (10 min wouldn't do, you had to simply get on and give it some beans to warm it up).
Anyway, got on, pulled out of ex gf's road, up to a T junction, chucked a right and give it some beans. 10 seconds later, flashy lights...
Obviously a copper with his noob partner (female). Starting going mental about me speeding, riding like an idiot etc.. Dumbfounded, I asked how fast he thinks i was going "at least 50mph).
"Really, thats clever becuase this is a 50cc and can't do over 30mph, so how it got to 50mph, within a shorter space than it could possibly get to 30mph, was beyound me (I was also in full kit, waterproofs, textiles, the lot)....
I gave him some abuse about pulling people over without cause (this was before the silly "pull you over when I want" laws came in), asked to take note of his number due to the arrogence of his attitude towards an innocent member of the public...
Couple of grrr and arrrhh moments later, off he went with his little girly sidekick... Who turned round and gave me the cheekiest smile as if to say "niceeee, got outta that one" 
It was a 125cc, i'd got up to about 60mph, and it did have a top speed of 74mph Powned Policey man.
I had quite a few runs ins... The worst experience was deffo the 131mph effort... The worst experience of police being badgers was deffo at the old skool cruises...
You modern younger wippets really have missed out on all the fun and relaxed ways from the late 90's and early 00's

To clarify this -
If you are stopped and documents cant be checked roadside - for example the police computer shows no MOT or no insurance ( maybe you just changed provider, some slow to update systems etc) then you are given a HORT/1 (producer). As part of the process, you SHOULD be reported for offences for example driving a vehicle with no MOT and then also for failing to produce documents and then cautioned. You should then be told that following production of documents (7 days from midnight on date of requirement to produce) then there will be no further action taken.
This is how i was taught to do it, as it saves going to a persons address to report them should they not produce their docs. (some are late or lose it or forget or dont bother.
Some officers give producers when there is no need as i can check insurance, MOT and registration details at the roadside, as well as your licence details including points etc.
I will issue if there is no insurance or MOT, don't bother otherwise as i can find out what i want to know at the time.

My mate got pulled on his rough arse ZZR after riding like a bit of a tit.. The copper was desperate to find something wrong with it so she could have it prohibited so she decided that his left brake lever "was a bit lose".. What the officer failed to realise was that is actually the clutch lever and it was supposed to be like that.

by law you must be cautioned before being questioned about an offence, whether you have in the past or not is regardless and doesnt change the law.

This this is where is pays to know your traffic laws properly....
You can't be done for "rapid acceleration". You can accelerate as hard and as fast as you like, providing the wheels do not break traction and you dont exceed the speed limit.
Sure they can try to pin dangerous driving on you instead, but then if it goes to court, what judge in their right mind would convict a dangerous driver for accelerating in a straight line with full control
I wasnt going to argue, I was driving my 12v so was quite proud of that achievement.
