I am looking to buy a car off a local lad but as far as I know it's got no tax and MOT. Is it legal to tow the car back home using a towing bar?

Or would this be considered to be "driving on the road" and thus need all the relevant legal shit?

The car is capable of driving, but the radiator and starter motor are fucked, so I would still want to tow it if it had MOT & tax.

Also, how would I stand with the insurance if it was to be towed? Would the 2nd car need to be insured, or would it be covered with the car that's pulling it?

Iirc even towing it will be illegal as it's on the public highway. It'd need to be on a trailer or a flatbed?

Not its illegal. I no its being pulled but its still being dragged down the road with no insurance, tax, mot etc.

If someone smashed into it....

Its a grey area. You should be ok towing it as long as you arent overloading hte car you are towing it with.. would have to be a really shirty copper to do you for it.

Yer it is a grey area. I havent seen anywhere officially, but if you read beyond, it states any vehicle on the public highway (even parked up and not driven) has to be tax, insured etc! So towing should the above car should be illegal!

How far is it? Does the car look safe?

tbh if it was a couple of miles and the car didn't look like it about to fall apart I would stick an On Tow sign in it and just tow it.

Probably about 10 miles

The car's perfectly safe - it might even have MOT on it, but if not it would certainly pass one with maybe just the odd bulb out.

I want to be legal, but i don't want to drive the car due to the radiator and I don't want to have to tax & insure a car just for the sake of towing it home. It's not going to see the road again for a couple of months at the earliest as I'd want to spend some time on it & get it tip-top.

I think the best way is going to be to pay someone to trailer or tow-truck it for me

towing a car is hairy at the best of times! much better to get it trailered, transported or what ever, only legal option aswell.
