Does a oil cooler have to be mounted like a FMIC or can it be mounted behind the bumper

Needs to be somewhere, where air will flow through it, else its not going to be cooling much.

Yes. To be able to work most efficiently.

yeah, not exposed to air might aswell just not have one really.
say like mine that is behind the intercooler. air passes through so it gets to it.

It will always be exposed to air unless your engine is kept in a vacuum
If space is a big issue you could find a space for it somewhere else and stick on a couple of PC case fans on it to keep it cool... Can't find any pics at the mo but its what we did on our race car once.

air blasting at it is different to being in the air of an engine bay or behind a bumper. heat soak and that ed. heat soak.

i need to take the bumper with me next time see if there is enough space under the driver side headlight. id like to cut a few holes in the bumper anyway. think it would make it look street tough.

has he cut any holes in the bumper for it? thats the kinda back up plan i have just mounted on the driver side under the headlight.
the radiators are quite good. double the depth of a std one. ive not ran the car with it yet obviously, but they seem pretty decent. maybe only worth it if you have cooling issues or often kick the crap out of it for long periods.
