In my view, if you had exited the car and 'left' it there, yes it deserved the ticket etc, from what I can see though you pulled up to let someone in the car (indicator on?) and as soon as that person was in the car you were going to move off.
Was a bit of an overpunishment.......maybe they have to fulfill quotas over the Xmas period and you were easy pickings?
