so basically i stopped at my mates last night because hes got a cocktail bar in his house and we wanted a few cocktails, so i got there and totally forgot to get the guest parking permit off him.
came out this morning to a nice 70 pound ticket.
i know its my fault for forgetting blah blah blah BUT if he rings them and explains i was a guest at his house and we just forgot to put the permit in the window do you think they will cancell it or will i still have to pay regardless?

like said worth a try but knowing the way they are they will probably make you pay it.

Get a permit, mark it up so it looks like it was valid around hte time you got the ticket, photocopy it and send it to the council/issuer..

I bet they drop the fine

Oh and in your covering letter say "I can understand how your attendant may have missed it, during this cold evenings windscreens tend to fog/freeze up and the permits are not so obvious"..

If it's not a council issued ticket then there's no law to say you have to pay the fine.

Put it this way......

Your on a train, you haven't got a ticket. The official ticket inspector (council) come up to you and make you pay. You8 pay the ticket, the guy is the inspector working for the railway, it is your duty to, you have no ticket.

Now if some random bloke came up to you and said "you owe me money for being on this train" would you pay it?

hes got a permit, we just totally forgot to put it in my car, because hes only got one obviously different visitors have to use it.

and then bit about saying they must not have seen it, they normally take photos IIRC, my mate got one and he wrote to them saying the signs weren't visible, so they sent back an A4 photo of his car with the sign reight behind it, BEHIND IT no wonder we didnt see them lol

Not quite correct but there is truth in what he is saying.
If its council it is criminal law, and by law the registered keeper has to say who was driving when the offense was commited, if not they take the fine anyway as the registered keeper.
If its non-council it falls into the civil law and it is it contractual, however for there to be a contract, two sides have to enter into it, the difference being the rigistered keeper isn't obliged by law to say who was driving at the time, there for if they dont have any proof who was driving, they can't say who the contract is with. If they don't know who the contract was with then they can't fine the person that breached it.

So, best thing to do is write a letter to the company saying, "I don't know who was driving, send me a time stamped picture of the driver on that occasion and you will help them identify the driver" THere is a very very large chance they wont have this. When I sent my letter they ignored it and sent me the same again, so I sent the same letter again(basically try and scare you into it, thats why they look so official and oftern have pay x amount now, or it goes up to x amount) Any, after that I got a letter saying they had dropped it blaaa blaaa bla. Job done, 70 quid saved. Mine was also A permit job, I forgot to put it in when at my girlfriends student house and this was the best way to get out of paying, there is loads of information on the net, template letters etc.

It didn't float there did it. Someone drove it to somewhere it shouldn't have been and left it there, ie the driver who caused the offense.
