Nothing to do with that at all 
Its purley to make the cars have less areo grip and more mechanicial grip (i.e grip through the car design, and NOT using areodynamics to push the car to the ground and make it corner faster).
It is also to create less crappy air behined the car, so the next car along does not have all the air removed from in front of them, so they can stay behined someone on a bend and slipstream them on a straight.
Currently cars cannot stick behined another car on a bend as they loose all the thick air, hence loose grip, and the car in front gets a better launch onto the straight, the following car finds it hard to catch up in the slipstream.
With this, the 2nd car can stick behined all the way round the bend, then pull out much easier. WIll make a LOT closer racing.
That and a "push to pass" button. Electronic energy is stored from the braking forces, and will give around 25-50bhp more power to enable more overtaking on the straights.
The start of 09 will be a little spread out, but give it a few races, and it'll be much MUCH closer racing and a lot more overtaking.
Slowly, but surley, F1 is leaving the electro technogabble era, and slowly clawing its real roots of motorsport back again. Little wings, big fat slicks, no driver aids, no TCS or ABS, less pointy wing tipletts,
Car, engine, 4 wheels, and a driver.
REAL racing...

I thought the 09 cars were built months ago, but have been only in testing.
In fact, i thought most of the F1 grid had testing that very same week the championship ended? Teams swap, drivers swap etc.
I know the MotoGP boys had their last round on a sunday, and were testing the 09 bikes on the monday.
But I do agree, I think thats an 08 car with revised front and rear wings, revised engine panels, and slicks.

I see they are removing all the fins and that jazz off the sides of the cars so the advertisements are easier to observe

Most teams won't reveal their aero package this early, they'll just be testing various guises. BMW was certainly the most striking, lots of publicity for them. They were also running the KERS system in the test today, look for the high voltage warning sticker on the car.
I wouldn't have thought any 09 cars would be out yet. They'll be 08 variants used to test the new developments.

Yep certain, heres a quote from test driver Pedro De la Rosa
"We will also be starting our KERS programme for the first proper test at a race track. And we will be testing with reduced downforce, running with all the body furniture taken off the (MP)23. It's all about trying to learn as much as possible within a very limited testing mileage."
The Mp 23 is the 2008 spec car, MP 24 would be the 2009 car.
The BMW is a 2008 car but with 2009 aero package, williams are also doing similar but with a 2008 front aero package and 2009 rear wing.

Yep, thats the problem with the early testing at the seasons end and especially with a rule change around the corner, you never know what the teams are all doing.
Id rather do 120 laps in an F1 car than my peugeot , not sure which has more rattles

I've done 30 laps in a Peugeot and I was knackered 
From the pics I've seen it looks like most teams were just getting some tyre data with the new slicks. BMW went all out though, wonder if thats a sign that they are well on with their developments.

Ron Dennis told us last week that the 09 car is available mid December for testign due to new rules and regs so guess the above is an 08 modified?

Why? I'm here at Soton now in my 2nd year (Mech Eng) and hoping to specialise in Aero in the next two years.
I think the cars look good, especially the BMW, looks so simple and quite often the simple solution is the best
