But its on a corsa gsi which should be L/M/N Not F. So is it not a private plate?

It's been transferred off another vehicle on to the Corsa, but the original car would have had that plate assigned in the process of normal registration, ie. after 443 and before 445. The ones that were released today where the lower numbers, I think 1-20, which have never been issued to a vehicle before.
So your friends is personalised in that it has been specially assigned, but it's not one that was held back originally.

would it make any difference buying these off new reg for instance as aposed to directly of the dvla?

DVLA usually cheaper as include all transfer fee's etc.
