It may not be 99% but most trade vans certainly have a very high percentage! Certain carpet fitters do, as most vans dont take 4 meters unless you take the passenger seats out 
I see people in the back of vans every single day, funny how you dont hear of people being caught for it or accidents where people are in the back that have got injured.
