They worked in america quite publicly, sure people got done for them.
Edit to say, it was IR ones, I don't think they use them here and they changed it anyway, it won't work.

i saw this exact same trick on the way into town (when i was living in Cambridge) with my car. if i was going in and it wasn't a busy time of day (mid day during the week/late evenings) i knew the lights would change as i pulled up to them providing i was the only one at the junction!
