They ring, then hang-up, if they were trying to contact me, they would ring off withheld, surely? I think they leave the number so you'll ring back, and charge you a stupid rate per min. I did actually ring them back for 3-4 seconds just to see who it was and it's was just a blank line 
Anyone else had a call off this number?

Its not an american number. The link says it has "an american ringing tone", which just suggests that when you ring the number, you are put into the companies internal network/queuing system malarky.
