Pretty sure you need both current Tax & MOT.

It has to be road legal so id imagine it would need tax

It does yes. I had to get one of my old cars T&T'd just to change plates to one of the other ones. An expensive exercise!

Something has changed recently that you can write to them and get it off the car without it needing everything, not sure on the exact process though, i'd imagine it'll be on the dvla site.
