iv got a second job and am not earning over 40k year am i right in saying im being taxed wrong at 22% as iv heard it went to 20% begginging of the year?

No, 22% is right, I think 
I even earn under the tax free quota due to working part-time whilst being a student. And on my second job, my tax code as BR. Pretty sure that was 22%. Might have changed, not sure though.

the basic rate has dropped to 20% though it may be different when on a BR code

Although I appreciate the 2% could be quite a chunk, I personally wouldn't worry too much. Then in April when I get my P60, there will be a nice amount of money saved up without really knowing it.

iv worked it out and im owed £200 just for the 2%, i thouhgt u had to apply for a tax rebait in april?

What year are you owed this £200?
If it's tax year 07 - 08, you can apply now. If you have both your P60's, send these along with a covering letter to the office stated on your 1st jobs P60
