My mum and dad have got a time share there if that sways your decision at all 
They sometimes go that time of year and I think it's still warm but not ridiculously so.

Slightly off topic...My girlfriend is 21 in September aswell and we're going to New York.
Come home for 2 weeks then going to her Aunty's in Florida. Cant way

I've been to Madeira. It's gorgeous.
Don't bother with tour buses etc, get a taxi driver to give you a tour. You'll see more interesting stuff and it'll probably be cheaper too.
Go to a wine tasting if you can, Madeira wine is pretty potent stuff and they'll keep it coming til you've gone blind.

Also, if you have a spare day, see if you can get on a day boat to Porto Santo. It's the Madeirans' holiday island, perfect beaches and warm seas.

I went when much younger, with my parents and grandmother, so wasn't really aware of the "scene" there
