When people say you can adjust the turbo to run at higher or lower boost, how do you actually do it? Is it simple?

you can just wind the actuator in and out to adjust the boost

Ultimately, in basic terms.
A turbo would run to a set pressure was achieved, then the wastegate would open and air would bypass the impeller blades. Thus not creating any higher boost.
A controller interferes with this setting, giving scope to have the bypass valve(wastegate) open earlier or later than originally. Creating higher or lower max pressure.

Dont know what your doing dont touch it Simple!
But yeah you can adjust the actuator.
