what are they?....

a box chained to a lamp post with two cables comming out of it, they both go the full way across the road,

they to measure weight of traffic?

popping up round here too, didn't have a clue what they were until my grandad pointed out they simply count the amount of car's that go over them for research about how many car's use a certain road per day etc on average.
