Probably, but if you cut the right bit of your neck (i.e. your Jugular) open your body will relieve itself of all of it's blood in a matter of minutes.

Al parecer, a la mujer se le soltaron los puntos de la intervención quirúrgica y se desplomó, momento en que comenzó a perder sangre, lo que le produjo la muerte en pocos minutos. Apparently, the woman was released sections of the surgery and collapsed when it began to lose blood, which resulted in death within minutes.
Los efectivos del 061 que se desplazaron al lugar no pudieron hacer nada por salvar la vida de la mujer. The strength of the 061 who went to the scene were unable to do anything to save women's lives.

With a reasonable amount of pressure, you could occlude the jugular vein completely until help ( & forceps!) arrive... preventing massive blood loss & death. Messy tho!
People die this way relatively often, though usually due to accidental trauma!
