This is a loooong story, so im going to try and narrow it down to the point to get a quick reply.

Basically, my brother’s employer built a new garage building on his own land, didnt need planning permission as it was JUST below the minimum for planning permission, and classed it as an agricultural building.

This all got found out by the local paper, and they kicked up fuck, so in an attempt to make it look more "agricultural", they have sheep in and around the garage where the men are working

There must be something in health and safety to stop this? Links needed to official sources.

who cares about a garage on 'HIS OWN LAND!'

unless its blocking a very nice view, direct sunlight to a needed area who honestly could give a shit.

Basically, hes going to have his companies workshop in a agricaultral shed, and they are putting animals in and around the shed too, surley against some form of health and safety?

As long as he has adequate risk assessments, and measures to eliminate, reduce or control any identified risks associated with having the sheep on site, basically, he's allowed.
Don't have a link, but it's probably on the HSE website.
