What a ridiculous idea. Next it will be a kebab licence or something. We all know kebabs are really bad for your health and anyone who happens to be in a room with you the next day suffers! Yes smoking is a filthy habit but they've already banned it in public places and the tax on cigarettes is sky high. I don't smoke but even I think this is a bit much.

If you buy imports and already get around UK duty, you'll be able to get around the licence as well.

Yes, you make think its unfair because you have already been forced outside as why should people that don't smoke have to get the second hand smoke which scientists have proved it can just be as bad as smoking itself. Its not fair on those who choose not to smoke. You need to stop and think about what its doing to others. If you choose to smoke then its fine, its your body and you can do what you like to it.
I can see what you mean by why should smokers just have a permit but like cosmo said someone having a few drinks does no harm to those around them (if they stick to the law). Obviously there is the drunken brawls but that one person is only hurting one person (even though its one too many) where as smokers affect everyone in close enough contact even outside.
Anyway, i think the permit isn't totally justifiable
