Those signs that come on next to directions etc giving you the new speed limit and warnings. Do they count?

I find myself doing well above those speeds, if not double along with other drivers.

Always on in rush hour traffic and no-one takes a blind bit of notice..

tbh, i use them as an indication that there is going to be traffic ahead and to keep a safe distance.

well if you drive through a specs setup then its the temporary speed limit that applies

I pulled on a motorway the other night at 2am and it said 20.

Figured somebody back at the office was having a laugh Particularly as there wasn't even roadworks

A speed limit that isn't surrounded by a red circle is only a precautionary limit.
