1st you want to make sure that the wheels are the right offset for your car. Ideally something like ET45-49.
Then if thats ok you will need to cut down the thread on the bolts that hold the arches on but leaving just enough thread to allow the nut to still go on. That should stop the majority of rubbing providing the wheels are the right offset and you dont go round with 5 people in the car!
Different tyres also have different side walls. I find Toyo Proxie and Goodyear F1's have a nicely curved wall that helps with clearance.

Thats too low an offset. They will be sticking out too far. I doubt you will be able to do much to sort that if I'm honest.

you have no chance really, the smaller the offset the more they will stick out, i had ET 38's lowerd 30mm with the metal arch lip trimmed back 1 inch on the back and it still rubbed with more than 1 in the back.

bonding the arches with tigerseal wont help as it will be catching on the metal lip of the arhch not the screws of the arch. if you want to be low new wheels are the only option unless you are prepared to live with the rubbing.
trimming the metal arch lip back to the bolt holes may allow you to take a passenger!!

et35 is a bad move, i had et 35 with 15" wheels on and they scrubbed..... im so glad i changed mine to et 45-40 with 17"what a big difference... also i then put a full suspension kit on which stiffened it up even better
