Are pre 97 and post 97 Mudflaps interchangeable?

yes they should be interchangable, just gets a bit complicated when you get to the GSI as the side skirts get in the way unless you get the standard rally style vauxhall mudflaps that come on the GSI's

Front maybe back no as i've tried and they do not fit the bumper as the curves are different.
