The officers statement is their evidence - Although it must be witnessed by another also. No need for it to be video'd etc...

a section 59, or indeed a 59 pra, is only condonable when your vehicle is causing distress to a member of public though?

Section 59 refers to Part of the Anti Social Behavior Act 2003 It outlines Police powers to deal with nuisance vehicles and motocycles being used in a manor likely to cause harrassment, alarm or distress to others
They would probably have you on the alarm or distress to others bit if you are speeding unneccesarily around a roundabout i reckon
