by doing simple digging his number plate is N495AVM see what you can get with that and it may even give you an adress or telephone number

buy a vehicle check on it and it will give you keepers adresses, then knock on his door and be like hah

I havnt seen him for ages, but if you did pay with paypal and you havnt receieved anything then i'm pretty sure you can claim it back

Not really fair to say, he knows where he lives and has a phone number. Not a massive deal more he could do to prevent this.
