a friend of mine had a bump in car park where some woman in a 4x4 decided to reverse into his stationary vehicle. He informed his insurance company and they want HIM to pay £300 excess??

depends weather the carpark was classed as a public place, as if its not then he will be claiming on his own insurace.....

Regardless of who was at fault any claim attracts the "payment" of the excess?
I thought this was the way it worked, after liability has been sorted the party not at fault can claim it back. (normally off the 'at fault' party as it is classed as an "uninsured loss")

You pay excess then if the claim against the 3rd party is successful you get your excess back.
What he should have done was go through her insurance and not told his.

If he didnt want insurance involved he should have got the womans details and got a quote from a private garage t odo the repair. Then get the woman to pay up. Most people will do as they dont want the claims on their policy, happened to me at a car park my freshly painted GSi had the door reversed into, £500 and a trip to my mates repair shop she was all sorted.
