strictly you should change them (according to haynes manual) but I know of lots of well respected engine builders that dont. make sure the threads are clean and dry and use loctite 243 on them.
I built my x16xe 2 years ago and didnt change them, it revved to 8000+ rpm happily for 2 years, I have just built it again and not fitted new ones. Torque them up and just put an extra 10 degrees on them, they arent under any paticular loads anyway.
