where can i buy spigot rings for wheels....

and can you easure the offset of your wheels? as i cleaned mine and still couldnt see the offest due to powder coating

You need to measure the width of the wheel, divide it by two, then measure how far the mounting face is from the back of the wheel, take the first measurement away from the distance the mounting face was from the back, then you've got the offset.

So if the wheel is 166mm (6.5") wide, divide that by 2, to get 83mm.

Measure the distance from the back of the wheel, say 100mm.

Take 83 from 100 and get 17, the wheel offset is ET17.

If that makes sense?

just go in to a wheel shop and ask them to do it.

I was writing it as it came in to my head, so I'm not sure it makes sense to anyone else

Hold something flat against the back of the wheel, like a straight bit of wood, then measure it with a steel rule.
