Ant all you need to say is that the item was won in pounds, shipping fees are stated in pounds
Why shoulds you pay to have your own money converted into dollars when the auction did not state payment was to be made in dollars?
Item location is Manchester, so why do u have to send dollars in the first place?
and saying somthing like this 'All sales are final as this is an auction. Positively No Refund or Return. If item is dead on arrival I will refund the cost of the item or try to replace it. Shipping is non-refundable. Buyer has three days upon receipt of item to contact me if the item is defective.' wouldnt make me feel very confident in buying it

The only part where he is at fault is by having the item location as Manchester.
Its ok to request payment in dollers if paying my Paypal as it is converted automatically. The problem is you didnt see this bit by the sounds of it
