just wondering why the person who had my car had blocked/disconnected these, and if anyone can tell me if they should be blocked and why.

is it an oil breather, pic is a bit too close plus havent looked at one of theses in ages

the pipe is a breather as said before maybe it split thats why they bodged it like that.from what i can see the plug looks like it goes on the air flow meter.eva way i would put it back on before it gets caught in the alternator and rips off
