The problem with the original question is that is said they both travel in the opposite direction at the "same speed"

yes cant you see it doesnt matter how fast you move the paper, the kid couldve whipped the paper out twice as fast as the skateboard move, the skateboard would still have covered the same distance at the same speed

yes but it still wont matter, its not the wheels making the thing go forward, its the engine producing thrust
the only factor which will affect the plane taking off, regardless of conveyor belt or not, would be wind resistance, NOT moving conveyor belt

he isnt but like i said he cuoldve pulled it out as fast as he could which would be a lot faster than the skatebaord is going and the skateboard would have moved exactly the same as it did there
