You cannot rent a car anywhere under the age of 21, apart from in Nevada and the state of New York. There are probably a few other countries where you can, but not in the UK.

you will be lucky to find anyone tbh,i used to work for avis and they wouldn't rent to anyone under 23 unless you was in the armed forces
