How bad is it?

My grandads rover 25 had one on the wing - they tried to have it fixed and it came out worse then it started

well theres a lil indentlike the size of a golf ball then above a bit of paint is flaking and i dont want it to rust

is there anyhting i can do to stop the paint flaking?
