tbh you'd probably get given a free car, free house, free private health care, then be able to have free-roam of the UK

we a very welcoming country

If you've got dosh for a car nothing to stop you buying one

To insure I would imagine you would just give the insurance company details as normal, then to tax the car you would need to produce your licence, mot cert and insurance policy.

i would need 1 to go to college.. and i think buying a car and then eventually selling it b4 i leave would be cheaper than renting 1.
insurance is what bothers me the most

No reason why you couldn't get quotes from somewhere like http://www.tesco.com/ as I think they ask if you have a full UK licence, which you could say no to, see what happens.

Insurance as the others have said you just need your documents, no reason to not give you insurance with valid documents

Yes, for example if you have full no claims, the insurance company will ask for proof of that. If you don't provide it, your insurance will go shooting up
