I listed something on ebay and it eventually sold and they paid using paypal.
I went into the payment details in ebay and transfered them onto the envelope and put it in the post box first class (weighed less than 60g so just a first clas stamp)
A week later the buyer said he hadnt received it and asked if Id sent it he correct address which he listed below.
As it turned out hed got the address wrong in ebay but in with the comments with his paypal payment hed put the corrected version. As I only ever check I 'get' an email from paypal saying someone had paid I never read this bit.
Should I refund him or is it his fault?

Agreed, his fault... he should have sent a seperate Communique telling you his address is wrong!

is his paypal address verified? if yes and if you didn't send to that address, you are not protected and will need to refund

Yeah his paypal address is verified. Will have to sort him a refund then, shame cos he deserves to loose out if he is incapable of typing his address correctly twice!

I would suggest to let him file a claim via Paypal and then explain fully (after 10days; last day for response:make life difficult),
but again, you need a proof of postage. If it was not recorded delivery, you need to show that the buyer had the option in your auction to take registered delivery but opted for standard one.
Let Paypal decide.
It will take some 20-30 days more for decision to be reached
But Paypal Seller Protection Policy is rubbish imo:

His paypal address is still wrong even though its verified. It was only in the comments he supplied the corrected version

edit: I meant his Paypal Postal Address as verified, not his email
