I remember coming off the 55 onto the m6 south 6am one monday morning around last xmas. Just as i joined the m6 there on the carriageway were two cars parked at 90deg to the lanes, it was more luck than judgement i didnt hit them or anything else!

I fail to see why it would be much of an issue, Unless you cant see more than 20 meters down the road you should have ample time to react to something ahead of you, even if your doing 70 and they arent moving.
In that video is clear people were going way way way too fast. For one theres already cones there, which would show road works so people should already be going slower, yet people still react at the last second and slam their brakes on as hard as possible on cars without ABS. Nothing short of bad driving there.

not only that, but the junction for the M6 there would/possibly of been a turn or corner to get on it, this road in the video looks to be completely straight
