So the original question was, if a plane was moving at take off speed, but on a conveyor belt moving the same speed in the opposite direction, would it take off?
In this case the planes speed would cancel out the speed of the conveyor and although appear stationary the wheels would be moving. It is wind resistance on the wings that enables the plane to take off. There would be no wind as the plane is in fact stationary in the air, and therefore not take off.

it is not stationary...but its relative velocity is 0.
there would be friction from the wings as the plane would be moving...
but i'm still not sure whether it will take off

It is stationary, only the wheels are moving and so is the conveyor belt. There is no wind resistance for it to take off.
Think about it, if the plane actually got off the ground its not going to carry on hovering is it, theres nothing to balance the speed of plane, so where would it go? It wouldnt.

relative to the air it is moving, take it like that, when you are in a car, you are not moving, the car is moving...if you put your hand out of the window, you can feel the wind...

the wheels wont move, they dont have engines powering them, it would fall off the end of the conveyor belt

So the plane isnt actually on and the conveyor belt is moving in the direction of the plane??? I read the question wrong. If thats the case the wheels wont move but there will be enough air resistance for the plane to take off!

Nothing powers the wheels on a plane anyway, the engines thrust the plane forwards, there is no drive in the wheels so it doesnt matter if they are turning as long as there is enough resistance on the wings for it to lift.
