Just noticed this today...new feature  Still not found any cars to make low offers on yet though
Make Me An Offer is a new service from autotrader.co.uk that allows you to offer lower than the asking price on selected adverts. It gives you the opportunity to offer the price you are willing to pay for a vehicle, without the need to barter or haggle over prices.
Selected vehicles are clearly marked in the search results with the Make Me An Offer icon, you can also search solely for Make Me An Offer vehicles by clicking the checkbox for the Make Me An Offer vehicles on the search form, or browse the vehicles from within the Make Me An Offer section in the BUY menu.
Make Me An Offer provides a convenient and safe forum, you simply place an offer online lower than the asking price and provide other information which could help the seller make a decision, such as cash payments or trading-in old vehicles.
Once you have registered simply click on the vehicle of your choice, make an offer and mention any supporting information. The seller will then get back to you within three days.

Once your offer has been accepted, you can either pay a deposit to secure your vehicle or visit and test drive your chosen car before paying.
You remain in control
You work with the seller to buy the vehicle at the best price.

You have direct access to the autotrader.co.uk leading UK based customer care contact centre via phone, email and the web.
There is no waiting time
The seller can accept an offer at any time and will do within 72 hours. You don’t need to wait until the advert expires.
Simple to use
Once you have registered, simply place your offer and any other information you think is relevant and then await the seller’s response.
You can arrange the specifics direct
Once the offer has been accepted you can liaise directly with the seller.
Make Me An Offer is currently in beta. This means that it is fully operational and available for you to make offers and receive your vehicle, however it is only available to a select number of dealers while we get your feedback on the product. Please contact us to let us know what you think.
