does/can the seat arosa 2000 reg ish handle well
and or the lupo of the same year?

yes. they are awesome. my mate has a diesel arosa, and it was quicker than my old 1.4, handles like a dream too. Lupo looks better though

my mates Arosa hasn't got a glovebox, but the lupo has. Arosa/Lupo is a good gar, but get the 1.4 TDIS model, its a brilliant car
