would it be possible to reduce the glare from the light at the top without the image changing completly? 
How would i go about "shopping" the tripod out of the background

try selecting around the light and then adjusting teh brightness. Blend in using history  brush. 
 
As for the tripod, use a combination of healing tool and smudge tool plus some copying and pasting.

im not sure about the light but the tripod i would copy some of the garage door from the side of the tripod and then lay it over it 
 
but im only just learning photoshop

to remove the tripod i copied a large chunk above it and then pasted it below, adjusted the brightness down and used history brush on upper half of pasted part to blend it back in. 
 
Its far from perfect but only took a couple of mins, with more work it would look times better.
