Does he actually know that what he's doing is against the law?

In America it's just a case of stop and start, hardly any manouvers etc.

The guy who lost the phone was innocent and lost some property, and Lee took advantage. The guy who is driving uninsured is costing every other legitmate road user money, including me, and as I probably will need to sell the Corsa as I can't afford to insure it, its a bit of a sore point at present.
