Someone does want shooting as the car has been spoilt a bit - not permanently though.
Gartrac would have originaly fitted their own unique arches and wings in house to a bare, new shell to accomodate the extra track of the RWD or 4WD running gear.
Asides from that, and the option of their own design of rear spoiler, the car would have looked like any other RS Turbo.
A bad person has spoiled that one by fitting terrible Escort Cosworth lookalike bumpers, a dreadfull rear spoiler, a set of Morette head lights, ugly blue tail lights and offensive non-original wheels.
This is all stuff that could (and should) be easily rectified to return the car to it's original state.
Cars built from all new parts without a donor car would have been issued with a new car reg.
I saw a minted radiant red S2 (or so it appeared) on an 'H' plate at the Bromley Pageant about 12 years ago.
On closer inspection, it had subtly wider arches and was an original YBD powered 4x4 Gartrac build from all new parts - hence the 'H' plate.

Ha ha, just read the PassionFord link and there's a scan of a mag that i've got somewhere.
I thought the car had to be familiar - it used to belong to Doug Sterling and was originally white before Doug had it painted Azure prior to it being featured.

Not sure - could be for any number of reasons.
The car may well have been developed on a budget using a new shell but most or all other parts from a donor car, or a standard RS Turbo may well have been converted by Gartrac using new, or a combination of new and donor parts.
Not sure of the precise letter of the law, but if I remember correctly, it's all to do with a percentage score according to specific areas of the build and what is new and what is not.
Dependant on how the points tot up is what decides whether the car gets a 'Q' plate or an age specific prefix/suffix plate.
