21 im pretty sure and even then you have to pay a young drivers surcharge

I think you might be able to with Avis and Sixt.

Yes if you are under 25 you have to pay a young driver surcharge, IIRC with Avis, it was about £10/day.

You have to be 21 in most countrys, but then you have to pay a lot more insurance until you are 25...

why you need to rent cant you borrow 1 and get insured for a week or so
