how do you do it?
just need a fairly thick border around the image

select all then find stroke in one of the menus and then whatever amount of pixels for how wide u want it

Create another layer thats bigger & place it underneath

Highlight the layer you want in the layers window
Double click the little preview OR right click and select "Blending Options"
Stroke is at the bottom, fully customisable effects
