You leave one sheet on and the other side of the lettering will be sticky, thats whats sticks to the window.

Clean window with meths.
Peel backing paper off.
Spread the masking tape side over the window very carefully.
With a credit card type thing scrape over the letters to get them stuck down onto the glass nice and firmly.
Start to peel the masking tape off the decal, don't just rip it off though. You need to pull the masking tape so that it is at about 20 degrees to the window and always under tension so you dont take the lettering off with it. If any lettering does come off position it back with a scalpal or similar and carry on, when finished, carefully scrape over any bits that needed to be re-positioned with your credit card.

Don't be tempted to briskly wipe over the decal with a cloth after you have applied it, the glue won't have set yet.

The stickers will be printed in reverse, so they stick to the inside of the glass.
Peel the top layer off the sticker so you can read the sticker, leaving the sticky side of the sticker exposed.
Place the sticker and backing against the glass as per Ed's instructions.
From the inside of the car, you're now seeing the reverse of the sticker.

If your stickers are sticky on the bottom (ie, they stick on the outside), then you have to stick them on the outside of the car.
This type of sticker is normally used with tinted windows, sun visors, etc.
