There is a college up here in Scotland that runs a course in car moddification. Its only just finished its first ever year. There was a big fuss about it cos the council or who ever thought it would turn students into a bunch of boy racers with illegal cars or whatever. Cant remember which college it is. I think its Kilwinning.

My friend did a motorsport engineering course and motorsport college... It was a bit like modding, he did all about composites, chassis modification e.t.c... All the sorts of things you need to know how to prep a race car, and to build a proper modified car.

they have these courses in high school in America.
Car Body Shop or whatever they call it.
They get actual cars to "modify" too.
