Its wrong to say she doesnt have power over things though as the power is there for her to use...she can use it at her discretion...but chooses not to...
An analogy is a little like your brakes on your car...they are there for you to use whenever you want...you choose when to brake and when not to brake...when you are not braking it doesnt mean that the brakes have stopped working and you are unable to brake again...its just that you choose not to use them...

My analogy was a half baked attempt at trying to relate what I was getting across to you to the theme of this website..."cars" etc...I do apologise 
However you cannot say that she will not use them...only she knows that...there may be a law propsed soon that she feels so strongly about that she repeals it...
However the chances of her doing this are slim...but slim none the less means there is the possibility...

i thought a big part of british history is all about the swap of powers from kings & queens to the government etc

I think the queen was behind Diana's death because she didnt like her and she was nobbing Mohamed al Fayed's son and making Charles (heir to the throne) look like a cunt
