Yes, use of iTrip and other such 'FM modulator' devices that transmit on the broadcast radio spectrum is in contravention of the Wireless Telegraphy Act.
You can get closed system FM modulators which just plug between your car stereo aerial input and the aerial. These are legal.

I would, I had an iTrip Mini and it was crap - loads of interference and crackles. If you have an aux input on your headunit, use that. I have on my new one and sound is perfect.
