I personally declare all mods just incase the unexpected happens -- i.e. you do have a serious crash. It's so easy for some wank stain to pull in front off you when you doing 80 - 90 and have no chance of stopping.

Sorry what was the last car you modified?
Quite sure the Saxo and (now stolen) Focus were standard

They where mostly standard, just done the wheels on the Saxo and the Focus had the wheels and a nice head unit done. Had plans for the Focus too

If i didnt declare my mods they would effectively be insuring a shell 
No wheels./brakes/interior/engine etc etc etc.
It sux to pay insurance. But its the law. If you think you are above it your a fool.

my old 1.3 turbo mini, was declared as a thou, my 21 turbo was declared std (250bhp) we get raped enough on insurance. its not legal, and technically its not right, but ill be f*cked if i am paying twice what the car is worth for a few mods.
but a 2.0l that looks totally different from the std engine does take the p*ss a bit, i would declare summat like that.

Becuase i carry a camera in my glove box, a woman my brother in my car crashed into had alloys on and did not declare them, He took pictures and sent them to the insurcane company.
As the accident was her fault she ended up paying for the damage to my car, her car and my brother and his girlfriends whiplash claims in total almost 10k. (all out of her own pocket as her insurance was invalid.)
She then rang him up as they swapped details about 6 months later crying and going mad at him for it.

Twats like that putting insurance up. I rang up to declare my mods with CIS (granted it was only some alloys) and they said as long as it doesnt effect the performance and it only an more aesthetic change it wouldn't put my premium up, so really it doesnt hurt to declare mods and if you cant afford to insure a car, don't get one. Simple as.
Wonder how they decide what increases performance and what doesnt though? Like a backbox for example
