That's not the offset - the 4x100 measurement is the PCD (Pitch Circle Diameter).
Offset is measured in ET.
The PCD is correct for a Corsa B, you shouldn't have any problems with them catching the arches on a standard height Corsa, but you will need to lower the car immediately after fitting the wheels.

Yes the lower you drop it the less scrub you get with those particular wheels.

Yes, ideally with FK coilovers. Anything else may cause more problems with the camber valve joints.
