I've got a file thats 900MB thus won't fit on one CD to make a VCD. Are there any programs available to split it into two so it can be written to 2CD's

Yea, they are just higher density than normal CD's so they should work.

Where do you get 1gig cd's? I wouldn't think most burners would burn them. Plextor do a thing that you can burn more onto a cd but only plextor drives can read them. And why would it be a special 1gig dvd? Would it not just be better using a normal 4.7 gig dvd instead.  
Tmpg should be able to split the file for you.

unless you have a DVD writter, then your stuck with splitting it into two CDs as the 1Gb CDRs are always readable in cd-rom drives etc and majority of CD burners have to have the firmware updated - and even then, not all of them can do it etc etc 
 
like john has said, Tmpg should do it, or grab a copy of virtual dub, split it at about 75min and save the two halves - then burn

I have some 800mb CDs that you can just over burn, I got about 960mb on it and it's all readable fine.

i have nero but when it finishes encoding the file it just says file is too big to fit on disc and wants me to insert another disc
