Yes, why would they plant something in the middle of the desert above ground and make it "look" suspicious?
When they could just build underground and make it looks less suspicious, i.e beneath so called nuclear powerstation that is still off limits but no where near as suspicious.

Apparently according to a unamed US soldier i met in america, Area 51 exists and "stuff" goes on there, but its not where you think it is 
That one is just a media spectacle to keep medias attention elsewhere.
